The Morgan County Planning Commission is scheduled to hold a public hearing on Thursday, November 12, 2026, regarding proposed amendments to the Morgan County Land Use Code. According to a November 2 notice, the hearing will focus on commercial aviation uses and short-term aviator lodging.
The proposed amendment targets specific sections of the code, including §§ 155.132, 155.680, and 155.736. The changes involve activities within the Morgan County Airport Overlay Zone (AOZ) and the underlying Commercial Buffer (CB) zoning district. The commission intends to establish permitted and conditional use classifications for twelve commercial aviation and airport-supporting activities. These activities include flight training, aviation fuel services, aircraft sales, fixed-base operations, and maintenance or repair.
A key component of the proposal is the authorization of Short-Term Aviator Lodging as a C3 conditional use. This would be permitted within qualifying commercial aviation facilities located on Morgan County Airport property. The amendment also seeks to establish supplemental operational, safety, and land-use standards for this type of lodging. Additionally, the commission aims to clarify the relationship between the Airport Overlay Zone and the Commercial Buffer zoning district while reconciling commercial airport use classifications with existing airport operating requirements and conditional use standards.
The proposed changes are intended to clarify allowable commercial activities at the Morgan County Airport. The commission seeks to maintain existing requirements for commercial ground leases, building, fire, airport safety, and land use. The hearing is scheduled for 6:30 p.m. at the Morgan County Commission Chambers, located at 48 West Young Street, Morgan, Utah 84050.
Interested individuals may attend the hearing to provide public comment. Written comments can be submitted to Kate Becker, Morgan County Administrative Manager and Zoning Administrator, at kbecker@morgancountyutah.gov by 6:30 p.m. on November 11, 2026. Application materials and the proposed agreement are available for review through the Morgan County Planning and Development Services Department.
