After much procrastination and probably denial, the federal Bureau of Reclamation July 31 released a 10-year framework for managing the rapidly shrinking Lake Powell and Lake Mead. It’s a feeble attempt to conserve water as the West continues to guzzle it while failing to balance development desires and meet existing needs.
