The North View Fire District Board convened for a meeting on September 24, 2026, at the North View Fire Station. During the session, trustees addressed financial reports, approved the issuance of lease revenue bonds, and discussed an interlocal cooperation agreement with Weber County.
During the meeting, Accountant Jeff Davis reported that the District is collecting approximately 45% of billed amounts due to contractual adjustments with insurance companies. Davis noted that the primary expense was a $241,000 truck lease payment and stated the District is approximately 17% through the fiscal year while maintaining adequate cash reserves. The Board voted to approve the financial transactions for August 2026.
The Board approved Resolution 26-12, which authorizes the Local Building Authority of the North View Fire District to issue lease revenue bonds not to exceed $10,000,000. Ryan Bjerke of Zions Bank provided an explanation regarding the key terms of the bonds, including the maximum principal amount, maturity, interest rate, and redemption provisions. Additionally, the Board approved Resolution 26-13 and an Interlocal Cooperation Agreement with Weber County. District Clerk Nicci Roylance noted that the agreement for elections from 2027 through 2029 includes a fee of $3.25 per voter, which would triple the previous cost of approximately $22,000.
Chief Kristopher Maxfield provided an update on the bond funding timeline, noting a decision to delay putting bonds on the market until January or February to include the 2026 audit and obtain more accurate construction estimates. Regarding upcoming activities, Deputy Chief Ryan Barker stated that a Fire Prevention Open House was scheduled for October 5, 2026. Barker also noted that Lieutenant Paramedics were scheduled to inspect a new ambulance on October 12 and October 13, 2026.
The meeting was led by Vice-Chairperson Jay Johnson, who welcomed the public and the Board at 5:43 p.m. following technical difficulties. Chairperson Timothy Wheelwright participated electronically. Other trustees present included Meredith Aardema, John Arrington, Chris Clark, and Leonard Call. Staff in attendance included Deputy Chief Jeremiah Jones, Battalion Chief Thomas Maples, and Nicci Roylance.
The meeting adjourned at 6:20 p.m. following a motion by Trustee Call and a second by Trustee Aardema.
