The City of Orem City Council will hold a regular session on June 9, 2026, at 6:00 P.M. to address several key financial and administrative items. The meeting, which may include electronic participation from Councilmembers, is scheduled to take place at 56 North State Street.
Fiscal planning and compensation adjustments
Chief Financial Officer Brandon C. Nelson, CPA, will present several items related to the city's fiscal planning. These include a public hearing on enterprise fund transfers and an ordinance regarding municipal officers compensation adjustments intended for the Fiscal Year 2026-2027 Tentative Budget.
Proposed property tax rate increase
During the meeting, the Chief Financial Officer intends to provide statements regarding a proposed property tax increase. This includes presenting a statement on the proposed tax rate increase and an impact schedule. The CFO will state that the City is considering a tax rate that exceeds the certified tax rate, including the approximate amount, purpose, and percentage increase of the additional revenue. If the City proceeds with this increase, a public hearing for community comments will be conducted.
New public safety revenue fund
A resolution is also on the agenda regarding the creation of a Public Safety Special Revenue Fund. The proposal includes a statement of intent to dedicate the general operations portion of the property tax to public safety.
Adopting the interim annual budget
The Council will also consider the adoption of the Fiscal Year 2026-2027 Tentative Budget, which would serve as the interim budget from July 1, 2026, until a final budget is adopted. This item includes the adoption of various fees, charges, and taxes such as the franchise tax, municipal energy sales and use tax, and the E911 fee rate.
Upcoming truth-in-taxation public hearing
A truth-in-taxation public hearing for the proposed tax rate increase is scheduled for August 27, 2026, at 6:00 p.m., at which time a final budget will be adopted.
Additional administrative agenda items
Other items on the agenda include a resolution regarding URS Public Safety and Firefighter Tier 2 Hybrid Employees contribution rate pick-up, presented by Strategy & Innovation Director Jennica Jones. The meeting will also feature an invocation by Brandon Shumway and the pledge of allegiance led by Ashley Shumway.
