The Organizing Committee for the 2034 Olympic and Paralympic Games released the first edition of its Utah 2034 Games Plan on June 23, 2026. The document serves as a strategic roadmap intended to guide stakeholders and the public through the planning, execution, and legacy phases of the upcoming Winter Games.
Purpose of the strategic roadmap
The Utah 2034 Games Plan Version 1 was published to coincide with Olympic Day celebrations. According to the Organizing Committee, the plan is intended to be an annually updated document that functions as a discussion framework for engagement with stakeholder communities and a tool to $…$ gauge public priorities.
Engaging partners and public priorities
Utah 2034 Vice President of Games Delivery Darren Hughes described the plan as a way to invite delivery partners and stakeholders on the journey toward the 2034 Games. The committee stated that the document is designed to inform their direction while identifying which elements are most important to the public.
Phases of the Games lifecycle
The strategic framework for the Games is divided into two distinct phases known as a Games Lifecycle. The first phase, referred to as Strategic Horizon One, spans from the present through 2030. During this period, the Organizing Committee is focused on building the necessary organizational, financial, partnership, and planning foundations required to transition from an early stage into integrated Games planning.
Transitioning to operational readiness
Beginning in 2030, the committee will enter Strategic Horizon Two. This second phase will move the organization through operational planning and readiness processes. This period will also encompass the actual delivery of the 2034 Winter Games and the eventual transition into realizing the long-term legacy of the event.
Five specific planning portfolios
The committee organized the Games Plan into five specific portfolios, which align with the requirements of the Olympic Host Contract with the International Olympic Committee. The Impact portfolio is dedicated to ensuring the Games produce positive, long-term legacies for Utah communities by focusing on people, places, the economy, and the environment through sustainability and legacy priorities.
Focusing on atmosphere and engagement
The Experience portfolio focuses on the atmosphere of the Games, which can be felt both physically and digitally by local residents and global audiences. This includes everything from the torch relay to ceremonies and sport competitions. To connect fans and stakeholders worldwide, the Engage portfolio utilizes the brand, identity, and culture of the Games to build excitement and maximize reach.
The remaining two portfolios address the technical and financial requirements of the event. The Deliver portfolio centers on the operational aspects of the Games, including venues, services, technology, and infrastructure. This work requires coordination between the Organizing Committee and local, regional, state, and federal authorities to ensure seamless execution.
The Enable portfolio focuses on creating a lean, adaptable, and excellence-focused ecosystem managed within a balanced budget. This involves implementing well-defined business practices, staff education, and innovative revenue generation through both philanthropic and commercial channels, alongside robust ticketing and hospitality programs.
The core elements of the new Games Plan were derived from the Future Host Questionnaire originally developed by the former bid committee in 2024. The Organizing Committee has since enhanced this foundation with updated information, including accomplishments achieved during the first 15 months of the committee's operations.
In addition to the release of the strategic plan, Utah 2034 held community-focused events earlier in the summer. On July 1, 2026, the organization hosted activities in partnership with Salt Lake City’s YouthCity Out-of-School-Time program to celebrate Olympic and Paralympic Day. The event featured movement-based activities led by local Olympians and Paralympians.
