The Wasatch County Council, acting as the Twin Creeks Special Service District, adopted a new hardship rate reduction policy on October 13, 2026, according to a report published that day. The new policy, established through Resolution 2026-06, aims to provide financial relief to residential customers facing extraordinary economic challenges.
Under the newly approved program, eligible residential customers can receive a discount equal to 50 percent of their total utility fees, which include sewer, culinary water, and secondary irrigation services. The policy specifies that the discount is only available for individual residential connections and is not available for non-residential or multi-family accounts.
To qualify, applicants must demonstrate enrollment in one of several programs, including the Utah Home Energy Assistance Target Program (HEAT), the Utah Food Stamp Program (SNAP), the Wasatch County Circuit Breaker program, or the Heber City Utilities Payment Plan Program. Additionally, the policy now recognizes military members on active duty assignments as a qualifying condition for the hardship reduction.
The policy includes provisions for retroactive credits, allowing approved applicants to receive credits for up to 12 months prior to the application date. However, the District noted that refunds for previously paid utility fees are not permitted, and customers remain responsible for paying outstanding bills and any accruing late fees while an application is being processed.
To maintain the discount, participants must re-apply and provide updated documentation every 12 months. The General Manager is tasked with the interpretation and administration of the policy, which includes verifying enrollment status with the relevant public assistance programs or military entities.
The October 13 meeting included an agenda that also addressed the approval of the September 8, 2026, meeting minutes and a warrant list totaling $506,501.07. During the previous meeting on September 8, 2026, the Council approved a sewer rate update via Resolution 2026-04 and a sewer impact fee update via Resolution 2026-05.
The Twin Creeks Special Service District office accepts applications for the hardship program by mail or in person at 5360 N Old Highway 40, Heber City, UT 84032.
