Rocky Mountain Power customers can opt out or stay in the program beginning at the end of this year. Sixteen Utah cities and counties voted to join the program around the end of May, forming the financial backbone. According to Summit County Sustainability Director Emily Quinton, program leaders are launching a public outreach campaign before the program starts next year.
