The Utah County Board of Commissioners has scheduled budget work sessions for Tuesday, Oct. 27, at 11 a.m. and Wednesday, Oct. 28, at 10 a.m. to shape the 2027 budget. Both meetings will take place at the Historic County Courthouse in Provo and will cover the 2027 General Fund and other budgetary funds, according to public notices posted by the county.
The sessions will address various fiscal pressures, including an estimated $3.25 million in security costs for a high-profile capital murder case trial scheduled for 12 weeks in late 2027. The sheriff's office estimated these costs include $250,000 for pre-trial hearings, $1.5 million for trial security at $125,000 per week, and $1.5 million for jury sequestration covering food, lodging, and security.
County Attorney Jeff Gray also identified the case as an urgent fiscal year 2027 need, requesting $1 million in defense spending plus $456,888 for an additional attorney, a paralegal, and litigation costs. Additionally, overtime for pre-trial hearings totaled $92,845 between September 2025 and June 2026, with a four-day hearing in July 2026 costing $120,000, though the Fourth District Court reimbursed $43,470 of those costs.
Other budgetary concerns include a women's mental health unit in the county jail that remains unopened due to a lack of funding for six additional deputies, costing an estimated $974,600.
In the jail kitchen, staff reported rising costs for supplies and food. Disposable supply costs rose 30%, food packaging increased 13%, and food prices rose between 3% and 5%. The kitchen, which produced over 1.03 million meals in 2025 and is projected to produce roughly 1.09 million in 2027, has also required more than $20,000 in repairs for its dishwasher.
Sheriff Mike Smith reported that his office faces rapid fentanyl growth across the county, difficulties retaining deputies and civilian staff, and facility expansion needs driven by population growth. As of August 2026, the office listed 501 full-time employees, 46 part-time employees, and 325 volunteers.
County Fire Chief Patrick Carlson noted that a cooperative agreement with the state requires an annual participation match for wildland fire resources. That match was $650,000 in 2025 and $625,000 in 2026.
The next regular commission meetings are scheduled for Wednesday, Nov. 4, and Wednesday, Nov. 18, both at 2 p.m. Meetings can be watched on the Utah County Government YouTube channel.
