Orem City Councilman David M. Spencer is running as a Republican candidate for Utah County Commission Seat B, according to a report published October 25.
Spencer is focusing his campaign on stewardship and addressing the challenges of rapid growth within the county.
In his responses to a six-question survey from the Daily Herald, Spencer stated that the Utah County Commission manages over one hundred million in taxpayer funds. He noted that the commission plays a significant role in public safety, planning, infrastructure, transportation, and managing taxpayer dollars.
Spencer expressed a need for the government to live within its means as families and businesses face a rising cost of living. He emphasized that the decisions made by the commission today will impact future generations for decades.
The candidate identified his top priorities as water, infrastructure, transportation, and protecting taxpayers. Spencer stated that Utah County's roads and infrastructure have not kept pace with growth, suggesting the area is approximately 15 years behind where it needs to be.
To address these issues, Spencer intends to meet personally with community members, mayors, and city councils throughout Utah County to coordinate countywide approaches to water and transportation. He also proposed establishing a Strategy and Innovation Department to review county operations and eliminate unnecessary spending.
Spencer served for 12 years on the Orem City Council. During his tenure, he supported improvements to water infrastructure, parks, and training equipment for first responders. He also worked to advance a new City Center without taking on new debt and focused on identifying service efficiencies and eliminating waste.
Spencer, a conservative Republican, stated that his responsibility is to the citizens of Utah County regardless of their political affiliation. He expressed a commitment to making decisions based on analysis, public input, and facts while protecting the integrity of neighborhoods.
