The commission, which includes a Town Council liaison, operates under established municipal codes to manage land use and development within the gateway to Capitol Reef National Park.
Commission Structure and Membership
According to the Torrey City Zoning Code, the Planning Commission is composed of five to seven members from the community who are appointed by the Town Council. The commission's total membership can reach eight individuals when including a member of the Town Council who serves as a liaison between the Council and the commission.
Voting and Public Access
The Town Council member serving as liaison holds a voting role specifically to break ties during commission proceedings. All other members of the commission are considered voting members. Per the town's ordinance, all planning meetings must be open to the public.
Terms and Removal Protocols
Commission members serve three-year terms that begin on February 1 of each year. No member is permitted to serve more than two consecutive terms, though they may be reappointed after a one-year absence from the commission. The Town Council retains the authority to remove any member following a written complaint and, if requested, a formal hearing.
Annual Organization and Reporting
The Planning Commission is organized to select a Chairperson and other necessary officers every March. The commission is also responsible for submitting approved minutes from the previous month's meeting to the Town Council during regular monthly meetings.
Local Government Oversight
Torrey Town Hall maintains official records for the community, with council members such as Jordan Pace overseeing portfolios including Water, Planning, and Zoning. The Town Council holds regular meetings on the second Thursday of every month, with time shifts occurring between November and May.
