Mosquito Abatement District - Davis

June 11, 2026

The Mosquito Abatement Board meeting was held at the Kaysville facility and on Zoom.

Welcome by Board Chair Mike Blackham at 6:04 pm who led the Board in the Pledge of

Allegiance.

ROLL CALL:

Present at the meeting was Greg White, Manager, Shirley Cox, Clerk with Board members

including Matt Murri – Bountiful; John Crofts – Davis County Commission; Scott Isaacson –

Farmington; Mark Cottrell – Fruit Heights; Mike Blackham – Kaysville; Tyson Roberts –

Layton; Brian Horrocks – North Salt Lake; Joel Dills – South Weber; Nancy Smalling –

Sunset; Julie Robertson – Syracuse; Kelly Enquist -West Bountiful; and Jim Grover – Woods

Cross. Excused from the meeting was Cheylynn Hayman – Centerville; Marie Dougherty –

Clinton; and Michele Swenson – West Point.

Board members Joel Dills, Jim Grover, Brian Horrocks, Matt Murri, Tyson Roberts, and

Nancy Smalling joined the meeting by Zoom.

No conflicts of interest declared.

MINUTES – OF 05/14/2026:

Trustee John Crofts motioned to approve the minutes of the 14 May 2026 Board meeting.

Trustee Julie Robertson seconded the motion. All in favor. None opposed. Motion carried.

PUBLIC COMMENT:

None

TREASURERS REPORT:

Treasurer Scott Isaacson reviewed all the financial statements and the checks. He reported

that everything looks to be in order.

There was a motion to accept the Treasurer’s Report by Trustee Kelly Enquist. The motion

was seconded by Trustee Nancy Smallling. All in favor. None opposed. Motion carried.

FINANCIAL STATEMENT DISCUSSION AND APPROVAL:

Manager White reviewed the Expense Detail Report and highlighted some of the expenses.

Expenses highlighted in yellow relate to standard mosquito control items. Expenses

highlighted in green relate to construction and building demolition items. Expenses

highlighted in blue relate to the Real Property Lease the District signed with Flagstar.

There was a motion to accept the financial statement and approve the payment of bills by

Trustee Tyson Roberts. The motion was seconded by Trustee Jim Grover. All in favor. None

opposed. Motion carried.

MOSQUITO REPORT:

West Nile Virus and Arbovirus Update

To date, mosquito samples tested do not detect any WNV in the County. We don’t expect to

see any WNV until July. Last week, Moab MAD detected WNV in a mosquito sample. This is

their earliest detection and the first for the state this year. In the western US there have

been some WNV activity: California has found WNV in 17 mosquito samples and 24 dead

bird collections. In Arizona, there have been 6 human cases. In Colorado, there is one

human case. Additionally, there is one human case in South Dakota, Oklahoma and Texas.

Mosquito Treatments, Spray Requests, Surveillance

Reports for May mosquito treatments, spray requests and surveillance were included in the

Board packet that was emailed to the Board prior to Board meeting. Spray requests for May

are at 177, the average for this month is 247. This is about a 28% decrease below average.

The cities with the highest number of requests were Syracuse with 80 and Clinton with 66.

With aerial spray, there has not been any adulticide (ULV) aerial spray for the season yet.

Larvicide (high volume) aerial spray was 22% higher than average. Larvicide aerial spray

decreases as sources dry up.

For mosquito surveillance from traps, the lab is averaging 472 mosquitoes per trap night

from 12 of the district’s traps near the lakefront. When compared to the 5 year average of

707 mosquitoes, this is a 33% decrease.

2025 AUDIT – CHILD RICHARDS CPA’S & ADVISORS:

Child Richards will not be able to complete the audit until June 24th. A copy of the email we

received from Child Richards was included in the Board packet sent out prior to the Board

meeting. The audit will be presented at the July Board meeting. It was suggested it could be

emailed to the Board when it is completed.

2026 CERTIFIED TAX RATE:

One of the annual requirements of the district is to approve the property tax rate and

revenue for the year. These certified tax rates and revenues are not finalized yet. Final

certified tax rates will not be released until the 13th of June. The County Controller’s

directive for the adoption of the 2026 Certified Tax Rate before 13 June 2026 is to adopt the

revenue amount, but also to note that the final rate is not confirmed yet. Last year the

Certified Tax rate was 0.000093 and generated $3,875,485. This year the Certified Tax Rate

is showing a revenue of $3,964,760 with a rate of .000090. It is expected that the actual

revenue for the district will be $4,964,760. The Certified Tax rate necessary for the district

to receive $4,964,760 is 0.00012 based on preliminary data.

There was a motion by Trustee Mike Blackham to adopt the Resolution and accept the 2026

Certified Tax Rate or the rate that is confirmed by the Davis County Controller necessary to

achieve the expected revenue. The rate is .00012 until we get the final numbers from the

Davis County Controller. The motion was seconded by Trustee Mark Cottrell. All in favor.

None opposed. Motion carried.

DSLASA BOARD:

There is a need to replace Trustee Dakota Wurth on the Davis-Salt Lake Aerial Spray

Authority Board.

Davis Salt Lake Aerial Spray Authority is an interlocal agency for SLCMAD and MAD-D who

share a hangar at the Ogden Airport. Davis has four Board members – each vote is worth

half – and SLCMAD has two Board members – each vote is worth one. This Board meets

quarterly and locations vary between the SLCMAD office, the MAD-D office, and the hangar

facility in Ogden. The next Board meeting will be held 10 September 2026 at 4:00 pm at the

Ogden Airport hangar facility with the following Board meeting held 10 December 2026.

Trustee Julie Robertson volunteered to join the DSLASA Board.

Trustee John Crofts motioned for Trustee Julie Robertson to join the D-SLASA Board. The

motion was seconded by Trustee Nancy Smalling. All in favor. None opposed. Motion

carried.

Trustee Brian Horrocks Joined the meeting at 6:29 pm.

EMPLOYEES:

Seasonal Employees

The summer crew is full. It is a good crew this season.

Trustee Mark Cottrell met some of the seasonal crew while touring the district facility

earlier in the month. Trustee Cottrell later met with two members of the Urban Team who

were asked to inspect some wetland areas in Fruit Heights near the home of Trustee

Cottrell. He showed them the wetlands around where he lives. In doing this, they found

some standing water in a neighborhood with mosquitoes. They used their dippers to find

mosquito larvae in the water and explained everything they were finding to Trustee Cottrell.

He enjoyed their enthusiasm for the work of mosquito abatement and the Urban Team will

now be focusing on two additional areas in Fruit Heights.

CONSTRUCTION UPDATE:

Demolition has started. The contractors are waiting for building permits. There are three

building permits submitted. One is for the administration building and has been approved.

The other two are for the new lab Building and the new pesticide building.

Commissioner John Crofts helped us make great progress on the stream repair by

connecting the district to some contacts at Davis County. Because they are already

scheduled out, they asked if they could pay the general contractor on our project to do the

work of covering the stream following the plan approved by the county. The subcontractor

Wind River will do the stream repair. MADD will partner 50/50 with the County for the

expense. The district will pay the general contractor to do the work. The County will

reimburse us for 50% of the cost. This will stop erosion of the stream and keep muskrats

out of the fishpond, and enable easier construction of the new buildings, and allow better

use of the property.

EQUIPMENT:

One of the ULV Sprayers was not working properly for a few nights and the night time

sprayers were down a truck for a few nights. Everything is fixed now.

The district’s two tracked ATVs were out in some new areas of the wetlands to find

additional water sources. One got stuck and then the other one got stuck trying to pull the

first one out, and both received some damage in the process. The repairs seem very minor.

They should be back in service next week. Spare ATVs are being used in the meantime.

One of the fish trucks was in an accident last week. Nobody was hurt. It happened close to

the district facility. Both parties claim something different happened. There was some

damage to the front bumper of the truck. The truck is in getting repaired and should be

back in service, if not next week, the following week. The fish crew are now taking one of the

lab trucks.

BOARD TRAVEL AND MEETINGS:

a) UMAA Annual Meeting – Oct 26-28, 2026 – Ogden, UT

Manager White stated there is a hotel where rooms will be available. Board members can

decide what they want to do regarding that.
