In accordance with Utah Code 10-3-711, the Millcreek City Council adopted the following

ordinances on September 28, 2026:

Ordinance 26-64, Rezoning the East 0.64 Acres of Property Located at Approximately 3496

South 1300 East and 3500 South 1300 East from the R-1-8 Single-Household Zone and R-2-8

Two-Household Zone to the R-2-6.5 Two-Household Zone; and Rezoning the Remaining

Westerly 0.96 Acres of the Same Property from the R-1-8 Single-Household Zone and R-2-8

Two-Household Zone to the R-1-5 Single-Household Zone. The rezone ordinance provides for

a single family and duplex housing development.

Ordinance 26-65, Amending Title 18 of the Millcreek Municipal Code for the Purpose of

Making Text Amendments to Title 18. The ordinance amends Title 18 addressing state statute

adjustments, customer service enhancements, clarifying requirements, and promoting quality

development.

Ordinance 26-66, Adding Section 9.56.120 to the Millcreek Code of Ordinances to Establish

the NeighborHelp Property Cleanup Assistance Program. The ordinance establishes criteria for

qualifying property owners addressing neighborhood cleanliness.

Ordinance 26-67, Amending the 2026-27 Fiscal Year Budget. The ordinance provides for the

first budget amendment of the fiscal year.

Ordinance 26-68, Approving a Nonmonetary/Service Contribution of Up to $3,000 to Establish

the NeighborHelp Property Cleanup Assistance Program. The ordinance recognizes the

NeighborHelp Property Cleanup Assistance Program as a service contemplated in Utah Code

Section 10-8-2 and services are not subject to the “study requirements " of Subsection (3),

provided that the Council first holds a public hearing and the total amount of services or other

nonmonetary assistance provided in any given fiscal year may does not exceed 1% of the

municipality's budget for that fiscal year.
