The Salt Lake City Council is considering a proposal to expand housing options through a text amendment to the city code, according to a notice published October 29, 2026.
The proposed ordinance would amend Title 21A of the Salt Lake City Code to change development standards in several residential zoning districts.
The legislation would affect the R-1 (single-family residential), R-2 (single- and two-family residential), and SR-1 and SR-1A (Special Development Pattern Residential) zoning districts. Proposed changes include modifications to building height, setbacks, lot width, building coverage, and flag lot standards.
Additionally, the proposal seeks to create a new land use category known as Small Lot Dwellings, which would function as a permitted-by-right development option within the specified base zones. The proposal is identified as Petition No. PLNPCM2025-01184.
Public hearings regarding the proposal are scheduled for Tuesday, November 10, 2026, and Tuesday, November 17, 2026, at 7:00 PM. Meetings will be held at City Hall, Room 315, located at 451 South State Street, Salt Lake City, Utah, with an electronic option available via Zoom.
