The North Ogden City Council voted 4-1 to postpone a decision on a proposed zoning amendment for a property at 1150 E. 3700 N. during a meeting held on July 28, 2026. The council requested additional information regarding the City's 1997 Hillside Development Study before proceeding with the matter.
The proposed ordinance, Ordinance 2026-22, seeks to rezone approximately 31 acres from split zoning of Single-Family Residential and Hillside Protection HP-3 to Hillside Protection HP-2. The HP-2 designation would allow for a minimum lot size of 12,500 square feet.
During the meeting, several residents expressed concerns regarding the development. Jana Thornock raised issues regarding slope stability, mudslides, wildfire risks, and the potential increase in homes from approximately 15 to 70. Brian Russell expressed concerns regarding water pressure in surrounding neighborhoods and the capacity of the existing storm drain system. Jason Hurd questioned the impact of rapid growth on public utilities and the fairness of adding new homes while existing residents face water restrictions.
Council members discussed various concerns including wildfire hazards, debris flows, and the need for a clear public benefit in exchange for increased density. Council Member Pulver noted that preliminary geotechnical reports did not adequately address constraints identified in the 1997 Hillside Development Study. Hunter Murray, representing the Holland Group, stated the proposed zoning was consistent with the General Plan and that the plan remains conceptual and subject to detailed engineering and geotechnical reviews.
In other business, the Council approved Ordinance 2026-23, which reduces setbacks for a proposed Panda Express from 30 feet to 20 feet. The Council also approved an interlocal agreement with Weber County for survey and plat review services related to new subdivisions.
The meeting concluded with several council reports, including updates on public safety staffing and economic development activity. Mayor Barker noted that a regional firebreak project is being planned through the hillside area to improve wildfire mitigation.
