A Provo City Planning Commission administrative hearing was scheduled for August 5, 2026, to consider a project plan for the demolition and reconstruction of a seminary building. The meeting was set to take place at the Provo Peak Conference Room located at 445 West Center Street.
The application, submitted by Spencer Mitchell, involves a request to demolish and rebuild a seminary building at 850 East 3650 North within the Edgemont Neighborhood. The property is owned by the Corp of Pres Bishop Church of Jesus Christ of LDS and is located in a Public Facilities (PF) Zone.
The proposed project aims to replace the existing building, which has functioned as a seminary since 1975, with a new facility on the same one-acre lot. According to the staff report, the new building is expected to feature seven classrooms, each with a capacity for up to 25 students, and a large central administrative office section. The land use for the property is expected to remain unchanged.
Staff analysis indicated that the proposed plan complies with various city requirements, including lot standards, setbacks, and building height. The proposed building height is 33 feet, which meets the 35-foot maximum requirement.
Regarding parking, the plan includes 12 on-site spaces and 21 spaces on an adjacent lot, totaling 33 spaces. This arrangement is intended to meet the requirements for the building's estimated 105 student capacity. The landscape plan for the one-acre site includes a mixture of more than 50 deciduous and evergreen trees.
The Planning Commission was authorized to approve, deny, or continue the Project Plan for further study. Public comments regarding the hearing could be submitted via email to dspublichearings@provo.gov before 6:00 PM the day before the meeting.
