A Sept. 57 million in Grand County trail spending since 2019 came from Fund 47, a voter-approved quarter-cent sales tax that state law limits to transportation. After receiving a question from Grand County Commissioner Bill Winfield, the letter states that a trail qualifies only if it "connects an origin with a destination," and recommends the county examine its spending.
