The Highland Planning Commission is scheduled to meet on Oct. 27, 2026, to address several legislative land use items.
According to a notice published Oct. 21, the meeting will include public hearings regarding updates to the Stormwater Management Plan and proposed amendments to the Ridgeview Planned Development.
The session is scheduled to begin at 7:00 PM at the Highland City Council Chambers, located at 5400 West Civic Center Drive in Highland, Utah. The meeting will be led by Chair Christopher Howden, with Commissioner Debra Maughan providing the invocation and Commissioner Trent Thayn leading the pledge of allegiance.
One primary action item involves a public hearing and ordinance consideration for updates to the Stormwater Management Plan (SWMP). According to the agenda, these updates are required by the Utah Pollutant Discharge Elimination System (UPDES) General Permit for Discharges from Small Municipal Separate Storm Sewer Systems (MS4). Staff Engineer Ryan Selee will provide a report on this item.
Additionally, the commission will hold a public hearing regarding an amendment to the Ridgeview Planned Development. This legislative item, to be presented by City Attorney and Planning & Zoning Administrator Rob Patterson, seeks to consider whether to allow street-side privacy fencing for corner properties in the Townhome, Carriage, and Cottage pods to be located on the property line rather than 14 feet from the curb.
The meeting will include a consent agenda for routine items, such as the approval of the Sept. 22, 2026, General City Management meeting minutes. The agenda also includes a section for unscheduled public appearances, where individuals may share information with the commission, though comments are limited to three minutes per person.
The public is invited to participate in all Planning Commission meetings. Residents may view the proceedings via YouTube Live at http://bit.ly/HC-youtube or submit email comments to planningcommission@highlandut.gov prior to the meeting.
