According to the Glen Canyon Institute, the 1922 Colorado River Compact relied on flawed projections that significantly overestimated river flow while underestimating future water demand.
This imbalance has left both Lake Mead and Lake Powell half empty. The Glen Canyon Institute reported on July 7, 2026, that the current management goals—which historically aimed to keep both reservoirs full by capturing excess water—no longer make sense in the face of these new hydrological realities.
Proposed Management Shifts
Researchers are examining diverse strategies to mitigate the impact of plummeting reservoir storage and climate change trends. A December 2025 report titled "Colorado River Insights: Dancing with Deadpool" from the University of Colorado explored issues ranging from agricultural water conservation to the necessity of fashioning new reservoir operating rules for the post-2026 era.
One proposed solution is the "Fill Mead First" strategy, advocated by the Glen Canyon Institute. This proposal suggests consolidating most water from both reservoirs into Lake Mead, using Lake Powell primarily as a backup during flood years. Proponents argue this could help maintain a reliable supply for major cities such as Las Vegas, Phoenix, Los Angeles, and San Diego, while allowing more natural river flow through Glen Canyon to assist ecosystem recovery.
Conflicting Savings Projections
The potential benefits of shifting water storage are supported by various studies, though estimates on exact savings vary. A 2013 study commissioned by the Glen Canyon Institute suggested that up to 300,000 acre-feet of water could be saved annually if the Fill Mead First proposal were implemented, an amount roughly equivalent to the entire water allocation for the state of Nevada.
However, a 2016 assessment by Utah State University’s Center for Colorado River Studies estimated the savings under that same proposal to be closer to 50,000 acre-feet. While the figures differ, researchers from both studies agree that further research into evaporation and seepage is required to understand the true impact of such a shift.
Ecological and Delta Impacts
The environmental impact of the river's management extends to the Colorado River Delta in Mexico. Since the 2014 pulse flow, a binational team of scientists has been monitoring the hydrological, biological, and social effects of environmental water deliveries mandated by Minutes 319 and 323 of the U.S.-Mexico Water Treaty.
The construction of numerous dams over the last century has fundamentally altered the river's ecosystem. The Glen Canyon Dam, in particular, has been cited as a major contributor to the flooding of hundreds of miles of canyon and the loss of various wildlife species. Efforts to mitigate these impacts via the Grand Canyon Protection Act have thus far seen only partial success.

As the basin moves toward new operating rules, leadership remains focused on western water policy.
