The Bear Lake Special Service District Board is scheduled to hold a public hearing on Thursday, Oct. 15, 2026, to consider the adoption of several wastewater-related measures. According to an Oct. 5 notice, the board will meet to receive public comment and consider a resolution enacting wastewater impact fees.
The meeting is scheduled to begin at 6:00 p.m. and is expected to conclude by 8:00 p.m. The session will take place at the Bear Lake Special Service District office, located at 147 West Logan Road, Garden City, Utah 84028. During the hearing, the board will address the Wastewater Impact Fee Facilities Plan, the Wastewater Impact Fee Analysis, and a resolution to enact wastewater impact fees.
The Wastewater Impact Fee Facilities Plan identifies existing and proposed levels of service, as well as any excess capacity available for future growth. This plan outlines the demands new development will place on the district's wastewater collection, treatment, and disposal facilities and how the district will meet those demands. Additionally, the Wastewater Impact Fee Analysis identifies system improvements required by new development, demonstrates how those impacts relate to new development, and estimates the proportionate share of costs for those improvements.
The proposed Impact Fee Enactment would establish the district's wastewater impact fees based on the analysis and facilities plan, in accordance with the Utah Impact Fees Act. Documents including the proposed plans and a layperson's summary are available for public inspection at least 10 days before the hearing.
