The City Council of the City of Orem has approved a series of resolutions and ordinances addressing community development, zoning updates, and budget adjustments.
CDBG Annual Action Plan Approval
Resolution R-2026-0009 authorizes the adoption of the program year 2026 CDBG annual action plan and allows for its submission to the U.S. Department of Housing and Urban Development (HUD).
Property Rezoning and Development Agreement
Several ordinances were passed to amend the Orem City Code and zoning map. Ordinance O-2026-0013 rezones a 5.93-acre property located generally at 355 West University Parkway from single family residential (R8) to commercial (C2), accompanied by a development agreement.
Permitted Use Zoning Updates
Further zoning changes include ordinance O-2026-0015, which adds recreation centers (general) as a permitted use in the PD-5 zone. Ordinance O-2026-0016 amends Appendix A of the city code to include beauty and barber shops, as well as tattoo and body piercing, as permitted uses within the M2 manufacturing zone.
Neighborhood Meeting Requirement Modifications
Additionally, ordinance O-2026-0017 modifies articles 22-1-5(G) and 22-14-20(1) of the city code regarding requirements for neighborhood meetings during land use applications.
Fiscal Year Budget Amendments
The council also addressed financial and administrative matters through ordinance O-2026-0014, which amends the fiscal year 2025-2026 budget.
