Various specialized groups operated within the city structure, including the Board of Adjustment, the Board of Building and Fire Code Appeals, and the CARE Tax Advisory Commission. Other active bodies included the Cultural Arts Advisory Commission, the Community Development Block Grant Advisory Commission, and the Development Review Committee.
