The U.S. Army announced recently that it has selected the Tooele Army Depot in Utah as a site for a new private critical rare earth processing plant. The facility, which will be operated by Florida-based REalloys Inc., is part of a first-of-its-kind federal initiative to establish domestic production of essential minerals on military installations.
New Domestic Processing Initiative
Under the Army's Strategic Capital Initiatives program, REalloys Inc. will construct a rare earth separation facility at the 43,000-acre depot. According to an Army release, production from the plant will be stockpiled on-site specifically for military use. The project is part of a broader effort by the Trump administration to reduce reliance on foreign imports, particularly from China, for materials essential to defense technologies and consumer electronics.
The agreement between the Army and REalloys is structured as an enhanced use lease (EUL). This arrangement allows the Army to lease underutilized land to private partners without transferring ownership of the property. As reported by the Salt Lake Business Journal, these specific lease awards represent the first time the U.S. Army has sited commercial mineral processing facilities on American military installations.
REalloys Expansion and Funding
The development of the Tooele facility is expected to begin as early as 202 and is targeting an initial operating capability by 2028. REalloys, which currently produces alloys at a plant in Ohio and collaborates with the Saskatchewan Research Council in Canada, will focus its Utah operations on rare earth minerals required for heat-resistant magnets used in both automobiles and defense systems. Specifically, the plant will refine heavy rare earths such as terbium and dysprosium.
Following the Army's announcement of the deal, REalloys raised $100 million through a private placement of common stock to support its operations. REalloys CEO Lipi Sternheim stated that the partnership is a historic step toward ensuring materials are domestically sourced and compliant for integration into weapon systems, adding that the company looks forward to supporting the mission effectiveness of future fighting forces.
National Defense Priorities
The Army's program involves four different bases across the United States, with various companies tasked to process minerals including graphite, boron, and lithium. Other EUL developments include Titan Mining building a graphite purification facility at either the Pine Bluff Arsenal or Anniston Army Depot, as well as lithium and boron plants being developed by EnergyX and Ioneer.
Jeff Waksman, the principal deputy assistant secretary of the Army for installations, energy, and environment, emphasized that processing these minerals on U.S. soil is a national defense priority for the production of sensors, batteries, missiles, and munitions. He noted that by leveraging federal land and legal authorities, the Army can nurture a critical minerals industrial base without placing taxpayer dollars at risk.
Site Compatibility and Regulation
The selection of Tooele Army Depot aligns with the facility's existing role as an Army Joint Munitions Command post. The depot is responsible for receiving, renovating, maintaining, and demilitarizing conventional munitions, as well as serving as a storage site for training ammunition and war reserves.
To ensure compatibility with ongoing military missions, the Army stated that the chosen sites were selected based on their ability to host these facilities without disrupting existing operations. Furthermore, the Army noted that no construction will commence until all required federal, state, and local permits are secured, including rigorous environmental reviews under the Clean Air and Water acts and the National Environmental Policy Act.

The expansion of domestic mineral capabilities addresses the growing importance of critical minerals, which are vital to modern technology. According to the U.S. Geological Survey (USGS), these materials play a central role in various industrial and technological applications.

The Army's strategy for these leases requires that lessees fund infrastructure improvements at their host installations and provide a decommissioning bond before work begins. Rather than paying cash rent, companies like REalloys are expected to engage with local and state authorities to assess impacts and propose mitigation strategies.
David Fitzgerald, the deputy undersecretary of the Army, remarked that the program is proving the Secretary of the Army's theory that the military can operate in a way that benefits both industry and the Army, achieving results on timelines that were previously considered unthinkable.
