Operation Gigawatt Goals
The debate over nuclear expansion comes as the state works toward 'Operation Gigawatt,' an initiative Governor Spencer Cox unveiled on October 8, 2024. The plan aims to double Utah's power production over a 10-year period to address an energy crisis driven by population growth, the electrification of vehicles, and the energy demands of artificial intelligence industries.
Expanding Energy Capacity
According to a press release from the Office of the Governor, Operation Gigawatt focuses on four primary objectives: increasing transmission capacity, expanding energy production through both existing and new sustainable sources, enhancing policies for clean energy like nuclear and geothermal, and investing in local energy innovation. Department of Natural Resources Executive Director Joel Ferry stated that the initiative is designed to ensure energy reliability by investing in current resources while responsibly pursuing new ones.
Environmental and Safety Concerns
Despite the state's push for more capacity, environmental groups are calling for caution. As KSL News Daily reported on July 10, 2026, Carmen Valdez of HEAL Utah is urging the state to slow down and investigate critical concerns regarding nuclear energy, including waste management, public health, security, cost, and safety.
Valdez specifically questioned whether nuclear power can realistically meet the immediate energy needs of data centers. Similarly, Dr. Ted Goodell of the University of Utah's nuclear reactor lab noted that the central questions for the industry involve whether new technology can be made safe, affordable, transparent, and ready in time to meet demand.
Federal Nuclear Legislation
While state-level debates continue, federal legislative efforts are moving toward reducing barriers for advanced nuclear technology. The Advanced Reactor Fee Reduction Act, H.R.6326, was introduced in the House of Representatives on November 9, 2023, by Representative Larry Bucshon.
The bill, which was referred to the Subcommittee on Energy, Climate and Grid Security in November 2023, focuses on energy policy through the reduction of fees associated with advanced reactors.

The tension between Utah's 'more of the above' energy policy and environmental safety concerns remains a central conflict in the state's long-term energy strategy.
