The Weber County Planning Commission will hold a public hearing on Oct. 13, 2026, regarding Riverbend Phases 3 and 4, according to a notice published Oct. 2. The meeting will address proposed zoning changes for residential lots and the conversion of land into a public park.
The hearing is scheduled for 5:00 p.m. at the County Commission Chambers, located on the first floor of the Weber Center at 2380 Washington Blvd. in Ogden. During the meeting, the applicant proposes R1-15 zoning for a specific area that includes previously designated residential lots and land previously designated as privately owned agricultural open space. The R1-15 zone allows for a density of 2.9 dwellings per overall acre.
In exchange for the rezoning, the applicant proposes to convert and convey approximately 19.54 acres for a public park. The county is considering O-1 zoning for this proposed 19.54-acre park.
Riverbend Farms was previously approved as an A-1/A-2 cluster subdivision, which allows for smaller residential lots in exchange for agricultural open space while maintaining an overall density of approximately 1.5 dwellings per acre.
Developing some of that open space would make existing lots nonconforming to the current density standard. Consequently, the county is considering R1-15 zoning for existing Riverbend lots to maintain consistency with the smaller-lot residential character of the area.
Following the public hearing, the Planning Commission will deliberate to form a recommendation regarding the rezoning to forward to the County Commission. The County Commission will then make a final decision at a later meeting, the date for which has not yet been determined.
