The university is facing the largest share of systemwide reallocations under the bill. Officials are currently working with the Utah System of Higher Education to allow for adjustments during the review period. Final figures are expected to be released after the board provides approval on June 6.

University leaders have been in discussions with campus stakeholders and state officials to ensure the plan aligns with both institutional goals and the intent of HB 265, which prioritizes improving completion rates and strengthening workforce readiness. The university's response follows more than a year of strategic planning regarding operational improvements and long-range priorities. Over a year ago, leadership requested that colleges and units model budget scenarios involving 10% to 25% shifts to prepare for funding changes following the enactment of HB 265.

In January 2025, President Randall presented an agenda to the Utah Legislature focused on driving innovation in genetics, energy, and artificial intelligence. This work led to the launch of Impact 2030 in April, a plan centered on research innovation, health care, and student success.

The following deadlines have been established for the reinvestment plan:
June 6: Submitted plans are presented to the Utah Board of Higher Education.
June 30: The Utah Board of Higher Education issues final approval.
August 19: Review by the Higher Education Appropriations Subcommittee.
September 15: Approval by the Executive Appropriations Committee.
