The Community Clean Energy Program will offer Rocky Mountain Power customers in participating Utah communities the option to choose renewable electricity starting in January 2027. Residents and businesses in unincorporated Summit County, Oakley, Francis, and Park City will be automatically enrolled unless they choose to opt out.

Key takeaways

  • The program is anticipated to start in January 2027 for participating communities.
  • Residential customers will be automatically enrolled unless they have rooftop solar on Schedule 135.
  • An initial free opt-out period for both residents and businesses runs through May 1, 2027.
  • A $30 termination fee will apply to most residential and small business customers after the initial opt-out period.

The Community Clean Energy Program (CCEP) will offer participating Rocky Mountain Power customers the opportunity to choose affordable and renewable electricity, according to an October 9 statement. The program is anticipated to begin in January 2027 for residential, commercial, and industrial customers in unincorporated Summit County, Oakley, Francis, and Park City.

Residential customers in the participating communities will be automatically enrolled unless they have rooftop solar on Schedule 135. Rocky Mountain Power expects to send two enrollment notices in November and December 2026, which will be separate from monthly bills. The first notice will arrive by mail, while the second will arrive by mail or email depending on the customer's billing preferences.

An initial free opt-out period will run through May 1, 2027. After this period, a $30 one-time termination fee will apply for most households, though those on Rocky Mountain Power’s Home Electric Lifeline Program (HELP) will not face a fee. Residential participants will see a new Schedule 100 line item on their bills starting in January 2027. Households not under Schedule 3 HELP or Schedule 135 will be charged $4 per month, while participation for HELP households will cost $0 and include an extra monthly bill credit.

Businesses will also be automatically enrolled with a projected start date in January 2027. Like residential customers, businesses will receive notices in November and December 2026. An initial free opt-out period for businesses will also run through May 1, 2027.

After May 2, 2027, businesses may still leave the program but will be subject to a termination fee. For many small businesses on Schedule 23, the fee is $30, while fees for businesses with higher energy use will be based on electricity usage. Participating businesses will see a new Schedule 100 line item on their monthly bills at $0.00609 per kWh, plus a $0.12 low-income surcharge.

The CCEP aims to develop enough new clean energy to eventually match the annual electricity use of participating customers to achieve a net-100% clean energy goal over time. The program could eventually add up to half a gigawatt of new clean energy to the grid, an amount sufficient to power approximately 148,000 homes per year. Participation is intended to support large-scale clean energy projects, cleaner air, green jobs, and local climate goals.

Residents can display their support for the program using CCEP stickers, yard signs, and window clings by contacting equinton@summitcountyutah.gov. Businesses can contact the Green Business Program to obtain similar materials.
