Governor Spencer J. Cox has announced the appointment of Ryan Stack to the Fourth District Court. The new position was established by the Utah Legislature during its 2026 session.
Governor's praise for Stack
Gov. Cox stated that Stack has a distinguished career serving Utahns in and out of the courtroom. The Governor noted that Stack's experience in local government, civil litigation, and criminal prosecution will benefit the Fourth District, adding confidence that he will provide sound judgment, integrity, and fairness to the bench.
Stack's current legal role
Stack currently serves as a deputy county attorney for Summit County. In this role, he represents the county in civil litigation, advises special districts and county departments, and manages matters involving public meetings law, data privacy compliance, and artificial intelligence policy.
Previous prosecution and legal experience
Prior to his current role, Stack spent nearly ten years as a prosecuting attorney in Summit County handling various felony cases. He began his legal career at the Salt Lake City Prosecutor’s Office, where he received the 2008 Trial Attorney of the Year award.
Professional service and education
His professional background also includes service on the Heber City Planning Commission, the Heber City Council, and the Utah Supreme Court’s Advisory Committee on the Rules of Criminal Procedure. Stack holds a law degree and a bachelor's degree in philosophy, summa cum laude, from the University of San Diego.
Stack's reaction to appointment
Stack expressed that he is honored and humbled by the trust shown by Governor Cox. He stated that if confirmed, he intends to work diligently to ensure all litigants are treated fairly and heard, while applying the law with impartiality.
Senate confirmation requirement
The appointment remains subject to confirmation by the Utah Senate.
