New state laws regarding e-motorcycles took effect in Draper on May 6, 2026. The changes follow a legislative session by the Utah Legislature aimed at addressing rising accidents and property damage involving youth operating e-motorcycles illegally and recklessly.
The Draper Police Department expressed concern for the safety of young operators and the public due to an increase in incidents involving these vehicles.
An e-motorcycle is defined as a vehicle with a power rating exceeding 750 watts or one that can exceed 20 MPH using only electric motor power.
Operators of these vehicles must be at least 16 years old and possess a valid driver's license with a motorcycle endorsement. Additionally, if the operator is under age 21, they are required to wear a Department of Transportation-approved helmet. The vehicle must also be registered, carry auto insurance, and the operator must yield to emergency vehicles.
E-motorcycles are prohibited on all Draper sidewalks, paths, park property, or trails. They are permitted on city streets if properly registered and in approved off-road areas, provided they follow all motorcycle traffic laws, including speed limits.
The Draper Police Department will enforce these regulations. Owners of e-motorcycles who permit minors to operate them may be held liable for illegal use, personal injury, or destruction of property.
