The Draper City Council has approved a transition from city-managed garbage and recycling services to a contract with ACE Recycling and Disposal, effective August 17, 2026. The decision followed an evaluation of costs associated with maintaining in-house services versus using a private contractor.
According to the City of Draper, an evaluation showed that a rate increase for solid waste was necessary this year due to rising operational expenses and liability claims. The city determined that continuing the city-managed service would require a 67% increase, whereas transitioning to a private contractor would result in a 27% increase.
Through a competitive Request for Proposals process, ACE Recycling and Disposal Inc. was selected as the highest-ranked provider. The city stated that contracting with ACE will reduce the necessary rate increase for residents, lower the city's liability exposure, and reduce budget costs related to facilities, vehicles, and staffing.
New pricing under the ACE contract will begin August 17, 2026. The base rate for one garbage and one recycling can will increase from $15.00 to $19.00. The rate for an additional can will move from $10.00 to $10.50.
Collection services are expected to continue without interruption, and pickup days and routes will not change. Residents will keep their current cans and do not need to replace them. While ACE Recycling and Disposal will handle residential curbside collection, billing will remain managed by Draper City through Xpress Bill Pay.
The city acknowledged the contributions of the solid waste employees, noting that the division has provided high-quality service. There will be no change to the current service provided by Ace Disposal on private roads in Draper.
