The Weber Basin Water Conservancy District announced Oct. 14, 2026, that it will hold a public hearing on Oct. 29, 2026, to discuss the potential economic impact of issuing up to $175,000,000 in water revenue and refunding bonds.
Public Input and Meeting Details
The proposed public hearing, scheduled to occur during a regular Board of Trustees meeting starting at 9:00 a.m., will allow the public to provide input regarding the issuance of the bonds and the economic effects the resulting water system improvements might have on the private sector. The hearing will take place at the District's regular meeting location, situated at 2837 East Highway 193 in Layton, Utah.
Funding and Project Scope
According to a public notice from the District, the $175,000,000 in bonds is intended to finance specific costs related to a designated project, refund existing outstanding bonds held by the District, fund necessary debt service reserves, and cover the various costs associated with the issuance of the bonds themselves.
Bond Repayment and Legal Framework
The District clarified that the repayment of these bonds will not involve pledging any District taxes. Instead, the District will pledge revenues generated from its water system to satisfy the bond obligations, following the guidelines set by the Master Resolution Providing for the Issuance of Water Conservancy Revenue Bonds, which was originally adopted on July 22, 1999.
Participation and Submissions
The Weber Basin Water Conservancy District has invited all members of the public to participate in the upcoming hearing. Individuals who cannot attend the meeting in Layton may submit written comments to the Board by addressing them to the District's Secretary/Treasurer at the Layton office.
