The Carbon County Board of Commissioners approved a $143,300 cooperative marketing grant agreement for 2027 during a meeting on Oct. 7, 2026, as part of a broader session addressing infrastructure, tourism, and economic development funding. The board also ratified a $2.85 million federal grant for industrial park road improvements and authorized several other municipal and recreation contracts.
Tourism and Marketing Agreements
The 2027 cooperative marketing grant agreement, which requires a one-to-one match, was one of several key fiscal decisions made by the commission during its regular session. In addition to the marketing grant, the board approved a 2027 agreement with Visa USA to obtain visitor-spending data. Under that arrangement, the Utah Office of Tourism will cover up to $5,000, while Carbon County will pay the remaining costs.
Recreation and Service Contracts
The commission also addressed various local service contracts and recreation funding. Commissioners authorized a state OHV recreation grant of approximately $230,000 to fund improvements at the Carbon County Motocross Track. This project includes upgrades for track materials, drainage culverts, starting gates, and a tractor lease, supported by a $46,000 in-kind match and a $10,000 cash match.
Additionally, the board approved an addendum to a contract with All In Rodeo LLC to include a breakaway event. While the event was added, the county's existing costs and contract term will not increase, as the stock contractor will bear the costs associated with the new event. The commission also approved a new agreement with Toilets To Go of Utah LLC, which increases the monthly charge for two vault toilets from $256 to $330.
Infrastructure and Economic Development
Significant infrastructure and economic development projects were also a focus of the meeting. The commission received notice that the U.S. Department of Housing and Urban Development (HUD) approved a $2.85 million grant for road infrastructure serving the Ridge Road industrial park. This federal funding is intended to build out essential road infrastructure to support local industrial park access without relying on local taxpayer dollars.
Furthermore, the board ratified a $200,000 Rural County Grant from the Governor’s Office of Economic Development. This grant, which is matched 50-50 by local businesses, is designed to inject $400,000 annually into the local economy to support business growth, retention, and job creation.
Public Safety Procurement
The commission also moved to authorize a request for the Bulletproof Best Partnership grant. This funding would be used to purchase 10 vests, with the county seeking lower bids for the project. The current unit cost for a vest is $1,788, and the county would provide a 50% match for the procurement.
Property Tax Appeals
Acting as the Board of Equalization, the commission addressed several property tax valuation matters. During the meeting, the board unanimously denied three late property tax appeals. These included appeal 2026-195 and appeal 2026-199, both of which were submitted after the statutory deadlines.
Additionally, the board denied appeal 2026-200, determining that a misunderstanding of the filing deadline did not meet the requirements for an extraordinary circumstance under statutory exceptions. All three denials were decided by a 3-0 unanimous vote.
Upcoming Meetings
The Carbon County Board of Commissioners will convene for its next regular meeting on Oct. 21, 2026. The upcoming schedule also includes meetings for the Planning Commission on Nov. 3, 2026, and Nov. 4, 2026.
