The Highland City Council addressed several municipal matters during a meeting on September 15, 2026, according to a report published September 16. Key actions included the adoption of ordinances for e-bikes and veterinary business use, as well as a proclamation declaring September 17–23, 2026, as Constitution Week in Highland City.
Mayor Bills read a proclamation designating the period of September 17–23, 2026, as Constitution Week. A representative from the Daughters of the American Revolution, Pony Express Chapter, noted that the group has distributed 5,000 copies of the Constitution to students in Utah County.
Regarding city events, Civic Events Coordinator Brooke Boyd presented a recap of the 2026 Highland Fling. The event saw approximately $87,000 in expenses and nearly $24,000 in revenue, resulting in a net city investment of about $63,500. Boyd noted strong turnout for the parade and car show and discussed 2027 plans involving expanded merchandise and a possible return of the play day rodeo.
For the 2026 Christmas lights event, the council favored a hybrid approach for locations. Staff was directed to plan the primary event at the Civic Center while adding lighting and a possible mega tree at Heritage Park to increase citywide visibility.
The council adopted an ordinance allowing Class 1 and Class 2 non-motorized-speed e-bikes on city trails and sidewalks, while prohibiting Class 3 e-bikes and motorized devices in parks. Bicyclists must follow state laws regarding age, supervision, and helmets.
Following a public hearing, the council adopted an ordinance authorizing Sploot, a small animal veterinary and urgent care clinic, as a permitted use in the CR Zone. The approval includes a condition that Sunday operations be limited to urgent care with no advance appointments for routine care.
Additionally, the council approved a request for the Ricks Subdivision parkway detail modification. The council found that the current parkway north of the property does not meet standards and approved a straight sidewalk with grass transitions on both ends of the section to benefit the look and function of 6800 West.
Other business included support for a three-year contract with Urban SDK for traffic monitoring software and a discussion regarding potential code updates to require utility contractors to provide advance resident notification for right-of-way work. The council also noted that the Sky Estates Assisted Living project is moving to the Planning Commission.
