Governor Spencer J. Smith Cox has announced the appointment of Jeffrey D. Mann to the Third District Court in Salt Lake City.

Mann will fill a district court judge position that was created by the Legislature during the 2026 Legislative Session.

Governor Cox stated that Mann has built an impressive career managing challenging legal issues and noted that his appellate experience and commitment to public service make him well qualified for the court.
Current Professional Role and Experience
Mann currently serves as an assistant solicitor general and director of the search and seizure section in the Criminal Appeals Division of the Utah Attorney General’s Office. In this role, he litigates cases before Utah’s appellate courts, supervises attorneys handling Fourth and Fifth Amendment issues, and advises prosecutors statewide. He has authored over 75 appellate briefs and petitions.
Previous Legal Career and Service
Prior to his current role, Mann practiced at Stirba, P.C., representing clients in various criminal and civil matters. He also serves on the Standing Committee on Model Utah Criminal Jury Instructions.
Educational Background and Credentials
Mann earned a bachelor’s degree in psychology from Brigham Young University and his juris doctor with high honors from the University of Utah S.J. Quinney College of Law.
Senate Confirmation Process Required
The appointment is subject to confirmation by the Utah Senate.
