The City of Orem has issued a formal notice of intent to request the release of Community Development Block Grant funds for The Refuge Non-Congregate Shelter. On or about May 9, 2026, the city plans to submit this request to the U.S. Department of Housing and Urban Development, Region VIII.
The project aims to address an urgent need for increased shelter space for victims of domestic violence through the development of a new facility.
The proposed project, located at 866 North 400 West in Orem, will feature a 120 bed non-congregate shelter facility. The development is planned to include parking, a playground, storage units for residents, a childcare facility, and space for nine transitional apartment units.
The site consists of approximately 4.03 acres located roughly 244 feet north of the intersection of North State Street and 800 North. Surrounding the property are residential housing to the north, State Street and commercial strip to the east, various businesses to the south, and additional multi-tenant commercial retail spaces to the west.
Orem City will fund this project for an estimated cost of $45,113.
The City of Orem has determined that the project will have no significant impact on the human environment, meaning an Environmental Impact Statement is not required under the National Environmental Policy Act of 1969.
