PUBLIC NOTICE
Notice is hereby given that the Duchesne County Hearings Officer will, at 1:00 PM on August 5, 2026, in the
Duchesne County Administration Building Large Conference Room, conduct an administrative hearing
regarding a land use application submitted by WEM Operating, LLC, to approve an administrative conditional
use permit for an Oil and Gas Drilling and Production Site on Parcel #00-0009-7802, owned by Phillip Moon
Ltd. This land use would include the development and operation of four (4) wells on the HORSE 1 Pad, located
in Section 5, T4S, R4W, U.S.B.&M., about 1 ½ miles East of Duchesne. The four (4) wells are the following:

KAVA 4-4-5-2-6H KAVA 4-4-5-2-44H
This administrative hearing was requested by multiple parties after receiving a Notice of Intent, dated July 13,
2026. This notice declared the land use authority’s intention to approve the HORSE 1 Pad administrative
conditional use permit on July 20, 2026. An administrative hearing is provided by the Duchesne County Code
for information purposes only. An administrative hearing is not an appeal of a land use decision. At this
administrative hearing, the Hearings Officer will review the Findings Report developed as part of the land use
application process, Duchesne County Code compliance, the Report’s conclusions, and the land use
application’s conditions for approval. Hearing participants may ask clarifying questions based on the Findings
Report to the Hearings Officer. This administrative hearing is open to the public, but participation is limited to
the following parties: the Hearings Officer; the land use applicant; and the owners and/or residents of property
located within six-hundred sixty feet (660.00’) of Parcel #00-0009-7802 and were sent a Notice of Intent, dated
July 13, 2026. Following the administrative hearing, a second Notice of Intent will be issued. Any party
aggrieved by the land use decision following the issuance of the second Notice of Intent, are provided the
opportunity to appeal the decision to the Duchesne County Planning Commission after filing a complete land
use application.
Persons needing special accommodation for this meeting should contact the Duchesne County Planning
Division at least three (3) days in advance of the hearing. Hearing participants may attend the meeting virtually
and will be accommodated upon request.
