The Davis County Republican Party implemented a $400 filing fee for candidates wishing to appear on a delegates-only special election ballot for County Surveyor. This follows the announcement that eight-term County Surveyor Max Elliot will retire in September.
Party Chair Don Guymon stated that the fee was intended to help cover costs for holding the special election and noted that it includes the candidate's convention table. Guymon added that the cost is likely less than what a candidate would typically pay to file in a regular election while also purchasing booth space at the special election.
During the party's 2026 convention held at Syracuse High School, candidates paid $400 for booths or tables, though not all candidates chose to purchase one. This fee structure appears unique when compared to other regional parties.
Utah County GOP Chair Cristy Henshaw stated that her organization does not charge candidates to participate, noting a position that the party should provide an accessible path for members based on principles and hard work. Henshaw mentioned that while the Utah County GOP previously charged small fees for municipal endorsements to cover venue costs, those fees could be waived without question.
Similarly, the Salt Lake County Republican Party does not charge candidates a filing fee.
The position of County Surveyor carries specific legal requirements that limit the pool of eligible candidates. Applicants must be a registered Professional Land Surveyor in Utah and hold a degree in land surveying or geomatics.
Additionally, candidates are required to have between two and six years of experience as a land surveyor, complete further coursework, and pass a licensing exam.
