The Monroe City Library Board held a meeting on April 13, 2026, to address several policy changes and facility updates. During the session, the board voted unanimously to amend user and circulation policies, which included the removal of fines for overdue materials and an increase in borrowing limits for family accounts.
Library Director Shelly Monroe suggested eliminating fines for overdue books and materials, noting that late fees can limit the affordability and availability of items for patrons. Director Monroe stated that the library had been waiving fees for the last two years if materials were returned, a practice that has resulted in fewer lost items. Vice Chair Jennifer Nackowski noted that waiving fees has become a trend across the nation.
In addition to removing fines, the board approved changes to the library's borrowing limits. The item limit for family accounts was increased from 16 items to 24 items. The board also updated policies regarding library cards for residents living outside Monroe City and students in the South Sevier school district.
Regarding facility updates, Director Monroe reported that an accessibility ramp was nearing completion. While some incorrect parts were initially sent, the correct parts were ordered with a completion deadline of April 30. A ribbon cutting ceremony for the ramp was planned for May 4 at 3:00 p.m., with plans to invite a reporter from the Richfield Reaper and other community members.
The board also discussed digital services and upcoming library events. Director Monroe noted that Utah has the highest usage of the Libby app among western states. A new app called Librista has been added to allow internet searches and saving of titles.
The summer reading group theme for the year was announced as Unearth a Story, with topics covering archaeology, dinosaurs, rocks, and plants. Reading incentives will include prizes from local businesses. Additionally, the annual Book Sale was scheduled for July 24 from 11 a.m. to 2 p.m.
The meeting was called to order by Chair Linda Midgley and adjourned at 5:40 p.m. The board scheduled its next meeting for July 13, 2026, at 5 p.m.
