The Highland City Council voted on Sept. 15 to adopt two new ordinances regarding zoning and transportation rules, according to a legal notice posted on the city's website.
The council approved measures that allow for small-animal veterinary clinics and urgent care facilities within the city's Commercial Retail zone.
Ordinance O-2026-30 designates veterinary clinics as a permitted business use in the CR zone. This zone includes the Highland Mains commercial development located at 5378 N 11000 N.
