The assistance program is funded through the federal Community Development Block Grant (CDBG), which is administered by the U.S. Department of Housing and Urban Development (HUD). If a household qualifies, the program covers 50% of the utility bill up to a maximum of $75 per month. This credit can be received for up to three months per calendar year.
Application process and limitations
Because the program relies on limited federal funding, assistance is provided on a first-come, first-served basis and depends on available funds. No direct payments are issued to residents; instead, the amount is applied as a credit to the Eagle Mountain City utility account.
Eligibility requirements for residents
To be eligible for the program, applicants must be current residents of Eagle Mountain City and be either the homeowner or renter of the property. Household income must also meet HUD requirements, specifically being at or below 80% of the area median income (LMI) for Utah County.
Income limits and documentation
For fiscal year 2026, the Utah County median family income is $119,200. Eligibility limits vary by household size. For example, a single-person household must be at or below $66,750, while a four-person household must be at or below $95,350. Applicants must submit documentation such as tax forms, W-2s, or recent paystubs for all earning members of the household, along with rental agreements if applicable.
Review process and military support
Applications are reviewed once a month and processed in the order they are received. Incomplete applications cannot be considered. Additionally, Eagle Mountain City offers an Active Duty Military Utility Service Charge Abatement program to support servicemembers during deployment.
