Harrisville City has adopted Ordinance 576, amending Title 11 of the municipal code to replace certain residential zoning designations. The ordinance renames the former R-5-6 Residential Zone as the R-5 Compact Single Family Residential Zone and the former R-3 Residential Zone as the R-SA Single Family Attached Residential Zone.
According to a document published November 4, the boundaries for the new R-5 and R-SA zones will remain unchanged from the boundaries previously designated as R-5-6 and R-3 on the official zoning map. The amendments establish and clarify the purpose and intent of these zones and provide standards for permitted and conditional land uses.
Development standards for the new zones include requirements for density, minimum lot area, lot frontage, setbacks, building separation, private roads and alleys, open space, private yards, building design, parking, and fencing. The ordinance also updates provisions concerning additions to existing homes and other main building setback requirements to ensure consistency throughout the city's residential zoning districts.
The R-5 Compact Single Family Residential Zone is intended for single-family detached residential development in walkable neighborhoods with smaller lots to support efficient use of land and infrastructure. The R-SA Single Family Attached Residential Zone is designed to provide more efficient and affordable opportunities in Harrisville through single-family attached residential development.
For attached developments, the ordinance specifies that no more than five dwelling units may be connected in a single building. These developments must also maintain a minimum separation of 30 feet between adjacent buildings where any of the building walls are the front or rear walls of the building.
The Planning Commission held a public hearing on October 14, 2026, and subsequently recommended approval of the ordinance. The City Council determined that adopting the amended Land Use Code is in the best interests of Harrisville City and its residents, providing greater clarity for property owners, developers, and city staff.
The ordinance takes effect in accordance with applicable law upon its adoption and publication or posting as required by law.
