The U.S. Department of the Interior finalized a 10-year decision framework and new operating guidelines for the Colorado River on Aug. 21, 2026, aimed at managing the system through 2036. The decision comes after a period of record-low water levels in Lake Powell and Lake Mead, which reached historic lows in the weeks prior to the announcement.
Operational Guidelines and Infrastructure Protection
The 2027-2028 Operating Guidelines and the Record of Decision for the Post-2026 Colorado River Operations Final Environmental Impact Statement establish a broad operational range to ensure reliable water supplies. This framework is designed to protect critical federal infrastructure, such as the Glen Canyon and Hoover Dams, while remaining flexible enough to respond to voluntary actions by Basin states and the ongoing effects of prolonged drought.
According to the Department of the Interior, the combined contents of Lake Powell and Lake Mead have not been this low since before the closure of the gates at Glen Canyon Dam in 1963. The new guidelines respond to these hydrologic conditions by providing objective criteria for water releases from Lake Powell, specifically maintaining a minimum elevation of 3,510 feet to ensure operational reliability at the Glen Canyon Dam.
Water Reductions and Reservoir Management
Under the new 2027-2028 guidelines, the Department will implement specific reductions in water deliveries to the Lower Basin States. For the next two years, the total reduction will be 1.25 million acre-feet annually. If the Lower Basin States follow a proposed sharing agreement, the reductions per state would include 760,000 acre-feet for Arizona, 440,000 acre-feet for California, and 50,000 acre-feet for Nevada.
In addition to these mandatory reductions, the plan allows for Lower Basin States to voluntarily conserve and store at least 700,000 acre-feet of water over the two-year period. The Department also provides for a Federally managed pool to help meet tribal firming obligations and reduce impacts on Basin tribes.
Reclamation also released the August 2026 24-Month Study, which determined that Lake Powell will begin the October 1 water year with elevations between 3,540 and 3,510 feet. This places operations within the Lower Elevation Infrastructure Protection Range, with expected water year releases between 6.0 and 7.0 million acre-feet. These releases will be adjusted through April to maintain the 3,510-foot elevation target.
Long-term Decision Framework
The development of these guidelines follows a multi-year process that began in June 2023 with the initiation of the National Environmental Policy Act (NEPA) process. On July 31, 2026, the Bureau of Reclamation released its Final Environmental Impact Statement, which established an adaptive decision framework to guide management through 2036.
This framework allows for operating guidelines to be issued in two-year increments, unless consensus-based agreements allow for longer durations. The framework includes 'sideboards' or key thresholds, such as annual releases from Lake Powell between 5.0 million and 12.0 million acre-feet and the ability for the Lower Basin to experience shortages of up to 3.0 million acre-feet.
Secretary of the Interior Doug Burgum stated the decision provides a strategy for stakeholders to respond to drought through voluntary actions and consensus. Assistant Secretary for Water and Science Andrea Travnicek added that the plan strikes a balance between flexibility and predictability for the 40 million people and industries that depend on the river.
Historical Inflows and Consumption
The Colorado River Basin faces significant hydrologic challenges, driven in part by the lowest observed snowpack on record during the 2025-2026 winter. The Bureau of Reclamation noted that between 2000 and 2024, water use has exceeded total system inflow in most years.
Historical data shows that while the Colorado River Compact apportioned 7.5 million acre-feet to both the Upper and Lower Basins based on pre-compact averages, actual inflows from 2000 to 2024 averaged only 12.9 million acre-feet. In contrast, the average consumptive use between 2020 and 2024 was 13.1 million acre-feet. This use was distributed among the Upper Basin (29%), the Lower Basin (49%), Mexico (11%), and evaporation (11%).
To address these shortages, the administration has invested over $3 billion in the Lower Basin since January 2025 to improve water storage, distribution, and efficiency. The Department of the Interior continues to review submittals from the seven Basin States regarding conservation projects and is working to identify opportunities to use Working Families Tax Cuts funds for water infrastructure and desalination.
Utah State Leadership and Oversight
In Utah, the management of these water resources involves state leadership and specialized agencies. Gene Shawcroft serves as the Colorado River Commissioner of Utah, an appointment made by Governor Spencer Cox. Shawcroft, who is also the General Manager for the Central Utah Water Conservancy District, leads the six-member Colorado River Authority of Utah.
The Colorado River Authority of Utah is led by Executive Director Amy Haas and includes a leadership team comprising specialists such as Principal Engineer Marc K. Stilson, Strategic Engagement expert Cody Stewart, and Director of Communications Marty Carpenter. The Authority works to represent Utah's interests on all Colorado River issues and serves as a key component of the state's water management strategy.
Future Cooperation and Coordination
The Department of the Interior remains committed to collaborating with Mexico through the International Boundary and Water Commission to address binational water delivery processes. While the current framework focuses on domestic operations, the Department continues to work with all Basin stakeholders to modernize infrastructure and develop innovative conservation programs to manage the river under changing climatic conditions.
