The Morgan County Planning Commission is scheduled to meet on Thursday, Nov. 5, 2026, to address several legislative and administrative agenda items. The meeting will take place at 6:30 PM in the Morgan County Commission Room located at the Morgan County Courthouse.
Legislative items on the upcoming agenda include a public hearing and discussion regarding the Eagle Vista FLUMA and Rezone. This request, which was previously tabled from Oct. 22, 2026, seeks to change the future land use map from Village Low Density Residential to Village Residential and rezone approximately 6.29 acres at 4428 W. Old Highway Road from RR-1 to R1-8 in Mountain Green. The commission will also consider a recommendation for the associated Eagle Vista Villas Development Agreement for the overall project.
The commission will review several proposed text amendments to the Morgan County Code. One proposal involves updating public-notice requirements and procedures for land use applications, public meetings, and public hearings, specifically regarding newspaper-publication requirements. Other proposed amendments include regulations for mobile food vending, food truck courts, and temporary mobile food gatherings, as well as new regulations for portable storage containers used for temporary construction and household storage and accessory storage.
Administrative business scheduled for the meeting includes a request to amend the recorded subdivision plat for Rollins Ranch Phase 5 - 3rd Amended. This request involves dividing existing open-space Parcel A into Parcel C, representing remaining open space, and Parcel D, which would contain an existing water tank and associated access. The property is located at approximately 6203 N. Lariat Lane in the Mountain Green area of unincorporated Morgan County.
The meeting will begin with a call to order and prayer, followed by the pledge of allegiance and the approval of the agenda. The commission may vote to discuss items in Executive Session as provided by Utah Code Ann. & 52-4-4 and 52-4-5. Supporting materials for the meeting are available for public review through the Planning and Development Services Department or on the county website.
