Enbridge Gas, formerly known as Dominion Energy, served as the sole provider for gas services in the area. Additionally, fiber internet became available throughout Brigham City through a collaboration with UTOPIA Fiber, though connection was not universal across all homes.
New service applications for residential or commercial accounts required a signature and the provision of identification, a social security number, and a telephone number. Applicants were also required to present a lease or purchase agreement. For any documentation listing individuals over age 18, those individuals were required to be included on the utility account.

Service applications could be completed in person at City Hall located at 20 N. Main Street or through an online application. Residents were advised to ensure they received a confirmation email after online submissions and to follow up by calling 435-734-6600 if no confirmation arrived.
Procedures for online and in-person applications
Security deposits were subject to certain conditions for both residential and commercial accounts. Deposits typically amounted to $100 for residential accounts and $500 for commercial accounts, though amounts increased for individuals with previous accounts sent to collections. Deposits could be refunded after 12 consecutive months of on-time payments or applied to a final bill upon moving. In certain instances, deposits could be waived if a letter of good credit from a previous utility company was provided via fax to 435-723-8132.
Rules regarding utility security deposits
Termination or transfer of service required a signature and could be processed at City Hall or via an online form. Failure to terminate an account upon moving resulted in continued accountability for future bills.

For property owners, Brigham City Code mandated that all rental property owners obtain a business license. Landlords were encouraged to submit a Landlord Utility Agreement, which allowed the city to transfer utilities into the owner's name when tenants vacated, helping to avoid additional paperwork and reconnection fees.
