During a regular session held on July 7, 2026, the Nephi City Council addressed critical infrastructure agreements and upcoming community developments. The meeting, led by Mayor Justin D. Seely, included discussions regarding utility rights-of-way, cemetery software upgrades, and the finalization of property transfers for Orgill Fields.
The Council approved a new Statewide Utility License Agreement (SULA) with UDOT. City Administrator Seth Atkinson noted that this agreement is critical because it allows Nephi City to place utilities within the UDOT right-of-way and governs encroachment permits for the two highways located in the city. The new agreement includes provisions for five-year extensions following the initial term.
In energy matters, the Council authorized the Mayor to sign a one-year extension with ARM Energy for a gas price hedge rate. This follows a previous decision by the city to reduce hedged gas volume from 90% to 85%. Additionally, the council learned that Sara Samuelson successfully secured a $5,000 grant through the state of Utah to upgrade cemetery software and create an online portal for residents.
Regarding local property, the Council authorized the Mayor to sign the First Amendment to the Purchase and Sale Agreement and the Termination of Use Agreement for the Orgill Fields property. The city has entered into this agreement with the Church of Jesus Christ of Latter-Day Saints to move forward with the transfer of the property.
The meeting also highlighted several upcoming community events and recognitions. Mike and Ann Jones were honored as Grand Marshals for the Ute Stampede Mammoth Parade. Additionally, the Mayor announced the Juab Jubilee will take place at the fairgrounds on July 18, and noted the grand opening of Prime Power Sports is scheduled for July 18.
Administrative updates included a report on the city's first drone show and fireworks display held during the July 4th celebration. Regarding future infrastructure, the council was informed that Johansen Construction was the winning bidder for the airport sewer replacement project, though the agreement will be brought back for ratification at a later date.
The Council entered a closed session at 8:00 p.m. to discuss matters related to litigation and the purchase and sale of real property. The meeting adjourned at 9:15 p.m.
