U.S. Secretary of Energy Chris Wright signed Memorandums of Understanding with the five states to continue exploring the potential for these campuses, a move intended to support President Trump's vision for American energy dominance and national energy security. The selection comes after the Department of Energy reviewed 28 applications submitted by 26 states.
Scope of Nuclear Lifecycle
According to the Department of Energy, the proposed campuses are designed to support activities across the entire nuclear fuel lifecycle. This includes fuel fabrication, enrichment, the reprocessing of used nuclear fuel, and the final disposition of used nuclear fuel. Depending on specific state priorities and regional capabilities, these sites may also host advanced reactor deployment, power generation, advanced manufacturing, and co-located data centers.
Utah's Path in Tooele County
Utah is currently working toward the possibility of hosting one such facility in Tooele County, according to a report by Telemundo Utah. The state has signed a memorandum of understanding with the Department of Energy to explore the construction of a Nuclear Lifecycle Innovation Campus (NLIC) in the region. While the agreement does not guarantee that Utah will be the final chosen site, it represents a significant advancement in the federal selection process.
Application and Timeline
The initiative is part of a broader effort that began earlier this year when the Department of Energy invited states to submit statements of interest. States were required to provide feedback on the structure of the Innovation Campuses and outline how a campus would advance goals such as workforce development, infrastructure investment, economic diversification, or technology leadership. The deadline for these submissions was April 1, 2026.
Economic Projections
The economic implications of the project are substantial. The Department of Energy stated that the proposed innovation campuses have the potential to attract up to $50 billion in capital investment and generate as much as $10 billion in state and local tax revenue. Additionally, the establishment of a campus could create nearly 25,000 jobs.

Local officials in Utah have expressed strong support for the project. Governor Spencer J. Cox stated that Utah welcomes the chance to help the nation reclaim leadership in civil nuclear energy.
