According to data from the Utah Division of Professional Licensing, the division has logged 524 complaints about unlicensed contractors during the current fiscal year. Additional reports include 458 complaints regarding unprofessional conduct, 156 involving financial responsibility, and 134 instances of project abandonment.
Contractor payment and abandonment issues
Mark Steinagel, director of the Division of Professional Licensing, told lawmakers that contractors frequently take payments and fail to return to complete work. KSLTV reported that payment schedules are a frequent point of contention for consumers.
Guidance for successful home improvement
To mitigate these issues, the Division of Professional Licensing released a pamphlet titled "Steps to Home Improvement Success." The guide advises homeowners to obtain at least three bids and references for any project.
Best practices for homeowners
State officials recommend that homeowners ensure all work is documented in writing with specific dates, prices, and permit requirements. The guidance also warns against large down payments and advises consumers to withhold final payment until the contractor provides signed lien releases from all subcontractors.
North Ogden court information
In a separate local matter, the North Ogden City Justice Court continues to manage infractions as well as Class B and C misdemeanors under Judge Michael Junk. The court maintains business hours Monday through Thursday from 11:00 a.m. to 5:00 p.m., and Friday from 9:00 a.m. to 1:00 p.m.
The court noted that small claims filings are accepted Tuesday through Thursday between 11:00 a.m. and 4:30 p.m.
