Mayor Jared Gray and members of the City Council broke ground Friday on a project that will serve Eagle Mountain for years to come.
Eagle Mountain Breaks Ground on Wastewater Plant Expansion
It was a big morning at the Eagle Mountain Wastewater Treatment Plant! On Friday, October 23, Mayor Jared Gray, Councilmember Melissa Clark, and Councilmember Brett Wright, joined City staff and project partners to break ground on the plant's expansion.
Eagle Mountain is now the ninth-fastest-growing city in the nation, and this year our population passed 80,000 residents. As more families move in, the plant needs room to grow, too. MGC Contractors, Inc. is the construction manager/general contractor, AE2S Engineering is the project engineer, and construction should take about three to four years.

Why the plant needs to grow
The current plant is rated for 2.4 million gallons per day (MGD), but it's limited by loading rather than hydraulic capacity, and it already hit its loading limit at about 1.5 MGD. Here's why. Most homes in Eagle Mountain are newer, with low-flow fixtures and new pipes that let in very little groundwater. That's good news for efficiency, but it means the wastewater coming into the plant is more concentrated and takes more capacity to treat.
The expansion tackles this two ways. Crews will upgrade the existing plant to ease the loading crunch, and they'll build a membrane bioreactor (MBR) facility that adds another 6 MGD of capacity. Between the two, the plant will be ready for the City's continued growth and updated state discharge requirements.
“Eagle Mountain is growing fast, and our residents deserve infrastructure that grows with them,” said Mayor Jared Gray. “It's about more than capacity. It's about using every drop wisely, protecting our culinary water, and making sure the families who call Eagle Mountain home today and tomorrow have the reliable, sustainable services they count on.”
How it works
MBR is widely recognized as one of the most advanced wastewater treatment technologies available. First, naturally occurring microorganisms break down the waste. Then the water runs through membrane filters fine enough to catch solids, bacteria, and other particles.
What comes out is clean enough to use again. Reclaimed water from the plant will go toward irrigation and other non-potable uses, which leaves more culinary water for drinking and everyday use at home.
What's being built
Pumping and piping upgrades to get more out of the existing plant while the expansion is built
A Headworks Building with coarse and fine screening and grit removal
Biological nutrient removal basins
A Membrane Treatment Building
Solids handling, including sludge storage tanks and a dewatering building
Supporting buildings for electrical, administration, storage, and possible odor control
Looking down the road
The expanded plant also sets Eagle Mountain up for possible advanced water recycling in the future, pending state approvals and additional treatment.
“This expansion addresses both immediate capacity needs and longer-term water resource goals,” said Eagle Mountain City Assistant Public Works Director Mack Straw. “The new MBR plant will help us manage growth responsibly while building the foundation for more advanced water recycling options in the years ahead.”
You can help, too
Saving water starts at home. Water your yard in the early morning or evening, fix that sprinkler head that's been spraying the sidewalk, and pick plants that do well in our climate. With 80,000 neighbors pitching in, it adds up fast!
Stay in the loop
The City will post construction updates here on the website and on the City's social media channels.
Thank you to the Eagle Mountain Public Works team, MGC Contractors, AE2S Engineering, and the City Council for making this project happen. We can't wait to watch it take shape!
