Kelly Scott Dicus, 43, has been booked into the Davis County jail following an officer-involved shooting in Syracuse. The Clearfield man was sought by police starting Oct. 9 after a report of armed domestic violence.
According to a November 4 report by Gephardt Daily, Dicus faces several charges including aggravated kidnapping, domestic violence, a first-degree felony, and commission of domestic violence in the presence of a child, a third-degree felony. He also faces a class B misdemeanor for damage or interruption of a communications device, domestic violence.
Court documents filed by a member of the Davis County Attorney’s Office state that a Clearfield woman, who had served her soon-to-be ex-husband with an eviction notice, reported the incident. At approximately midnight on Oct. 9, the woman stated she discovered Dicus in her garage holding a loaded, greenish-colored handgun equipped with a suppressor. The woman reported that Dicus ordered her to go upstairs and berated her while holding the firearm against his chest. Dicus also reportedly warned her not to wake the children, stating he would make sure he took officers with him if they called the police.
The incident escalated when Dicus reportedly took the woman's cell phone before leaving the residence at approximately 12:20 a.m. on Oct. 9. Investigating Clearfield Police officers later located Dicus and his vehicle at a storage facility in Syracuse.
Charging documents state that when an armored tactical unit moved to apprehend Dicus, he reversed his truck and failed to comply with police commands. This resulted in a tactical vehicle intervention and an officer-involved shooting. Following the incident, Dicus was airlifted to an area hospital for treatment of his injuries.
A search warrant executed on Dicus' vehicle and his storage unit led to the recovery of three handguns, ammunition, and a Banish firearm suppressor. Dicus was booked into jail on Nov. 2 and is currently being held without bail.
