A meeting of Utah’s grand jury panel of judges is scheduled for Thursday, Oct. 15, 2026, at the Heber City 4th District Courthouse. The purpose of the meeting is to hear testimony to determine if a grand jury should be summoned based on evidence of criminal activity.
During the meeting, the panel of judges will hear testimony in secret from individuals claiming information that justifies calling a grand jury. Those testifying must be prepared to provide evidence to support their claims and will be placed under oath. Prosecutors, including the Attorney General, a county attorney, a district attorney, or a special prosecutor appointed under U.C.A. section 77-10a-1, may also present evidence of criminal activity.
The panel will not consider civil matters, controversies between individual parties, or matters subject to criminal appeal.
Individuals wishing to testify must contact Keri Sargent, Deputy District Court Administrator, at (801) 238-7547 by noon on Monday, Oct. 5, 2026, to schedule an appointment. If no appointments are scheduled by that time, the meeting will be canceled without further notice. Anyone requiring special accommodations must notify panel staff at least three business days before the hearing.
The current members of the grand jury panel of judges include Supervising Judge Elizabeth Hruby-Mills of the 3rd District Court, Judge Roger Griffin of the 4th District Court, Judge Blaine Rawson of the 2nd District Court, Judge Matthew Bates of the 3rd District Court, and one vacant seat for the 5th District Court. Under Utah law, a panel of judges selected from across the state is required to hold a hearing in each judicial district every three years.
