Eagle Mountain City Council Meeting July 21: What's on the Agenda

The Eagle Mountain City Council meets tonight, Tuesday, July 7, at the City Council Chambers, 1650 E. Stagecoach Run. The work session begins at 4 PM, followed by the policy session at 7 PM. Residents are invited to attend, and time is set aside for public comment during the policy session.
Work Session (4 PM)
The Council will hear discussion items including an overview of Best Friends Animal Society programs, Program Year 2026 CDBG funding priorities and project planning, Wildland Urban Interface (WUI) standards, a proposed private purchase of .13 acres of The Ranches Golf Course, and the Triumph Subdivision MDP/MDA amendment for planned, attainable housing “pods.” The Council will then adjourn to a closed session before the evening meeting.
Policy Session (7 PM)
Two items will include public hearings tonight, giving residents a chance to weigh in:
Plats and Site Plan Review Requirements — An ordinance amending Eagle Mountain Municipal Code Sections 16.20 (Preliminary Plats), 16.25 (Final Plats), and 17.100 (Site Plan Review) regarding application requirements and cost estimates.
Noise Levels for Golf Courses — An ordinance amending Eagle Mountain Municipal Code Section 8.15.070 (Noise Levels) to modify the hours of restriction for privately owned golf courses in compliance with Senate Bill 202 from the 2026 legislative session.
Other Items to Watch
The Council will consider a motion to reconsider Resolution No. 60-2025, which approved the disposal of 0.156 acres of designated “significant real property,” after three Council members submitted written notice to reconsider the August 2025 approval. The Council will also discuss possible action on a second amendment to the Triumph Master Development Agreement, a request that would allow four affordable housing “pods,” ranging from 2.8 to 4.5 acres, within the Triumph Subdivision.
Other business includes an update on the city's legislative priorities list, a financial report, and a look at upcoming agenda items. The consent agenda includes bond releases for Brylee North Plat A and Pacific Springs Phase A, Plat 5; approval of the July 7, 2026 meeting minutes; resolutions appointing a member representative to the North Utah Valley Animal Services Special Service District Board and approving amendments to the Stadion and Brylee Townhomes Phase B development agreements; and an ordinance approving the Off-Street Trails Master Plan.

How to Participate
Public comment is welcome during the policy session. In accordance with the Americans with Disabilities Act, the City will make reasonable accommodations for participation—call the City Recorder's Office at 801-789-6611 at least three working days before a meeting.
Public comments may be submitted online before the meeting begins. Online submissions must be received by 4 PM on the day of the meeting. If you would like to speak about an item that is not listed on the meeting agenda, you may do so during the public comment portion of the meeting.
If you would like to comment on a specific agenda item, please wait until that item is called. The Mayor will invite public comment during the designated public hearing or public comment period. This helps the meeting stay organized and ensures your comments are heard as part of the official record.
